In section 3. page 9. beginning in line 6. it Is proposed to strike out: That the following classes of persons shall be exempt from the operation of the illiteracy test. to wit: All aliens who shall prove to the satisfaction of the proper Immigration officer or to the Secretary of Labor that they emigrated from the country of which they were iast permanent residents solely for the purpose of escaping from religious persecution. And in lieu thereof to Insert: That the following classes of persons. when otherwise qualified for admission under the laws of the United States. shall be exempt from the operation of the Illiteracy test. to wit: All aliens who shall provo to the satisfaction of the proper immigration officer or to the Secretary of Labor that they are seeking admission to the United States to avoid religious. political. or racial persecution. whethersuch persecution be evidenced by overt acts or by discriminatory laws or regulations.
