I have held. and still holdI want to say just what I feelthat the iniquities of the high protective system have overstimulated manufacturing industries to a degree that has drawn from the rural population so largely that agriculture has languished. to our detrimenthence the high price of foodstuffsand our cities have been flooded and overpopulated. Now. I realize the importance and necessity of an immigration bill. I want to vote for an immigration bill. but I am so.utterly and totally opposed to the socalled literacy test that if it must remain in the bill. I shall have. very much to my regret. to vote against the whole measure.
