These figures indicate that if we are to improve the population the literacy test does not furnish the adequate means of doing so. The literacy test of itself is too narrow. It proposes to. totally exclude those who can not meet its requirements. Whatever his qualifications in other respects may be. whatever his character may be. however Industrious. however productive. whateverability he may have. it is all to end because he does not possess the requisite scholasticattainments.
