Oh. nobody would deny that for a moment. but the question still remains should he be denied the rights of a human being because of his misfortune? While I am on this subject I desire to call the Senators attention to the fact that the census of 1910 shows that the degree of illiteracy among the whites in his own Stateis 10.3 per cent and among the blacks 38.7 per cent. that the average degree of illiteracy in South Carolina is 25.7 per cent. and that the foreignborn population of his State constitutes fourtenths of 1 per cent. so that the illiteracy there can not be .charged to immigration.
