The Senator from New York well understands that that of itself Is a test of a moral quality that Is not involved in racial or political reasons. Believing that that should .apply to. all classes coming in as a restrictive measure against undesirable immigrants. we would have stultified ourselves had we modified It to Include a characteristic or a princilde which is not evidenced by the faith that the man has and a high moral standard. Now. we have it solelyfor religious purposes. because if you incorporate political and racial you have simply eliminated the effect the committee was attempting that the literacy test. should have.
