I have given notice two or three times that I would address the Senate on Senate resolution 398 and Senate joint resolution 163. I have given way for various � reasons. and satisfactory ones. I am heartily in favor of this immigration bill. and I do not want to do anything that will delay it. So I am not going to take the time at this hour to discuss the resolutions. I have offered. but If I see that a lengthy discussion is likely to go on In connection with the Immigration bill tomorrow. I shall take the first opportunity tomorrow to address myself to these resolutions. I find that most Senators have not examined the resolutions and do not know what Is in them. and I ask that they may be printed In the RECORD.
