Whatever may have been the effect of that exception upon contract labor in the manufactures. it is certain that no benefit could be obtained by the farming sections through that provision in the law. A case has been cited by my colleague where a farmer knew he could not get labor in the United States. He had tried it. He did not know it was wrong to go over to Canada. across the line. where there were some people ready to come and work for him. but he knew that there was not any labor in this country that could do his work.
