Mr. Presidsnt. getting no very definite information as to the classes at which this particular provision was directed in the -course of the discussion the other day. I took the matter up with the Department -of Labor. and I have here a memorandum -showing some typical cases of alien contract laborers admitted -to the United States on the ground that they were engaged in labor the predominant feature of which was mental rather .than manual. I will ask that the memorandum be printed as a part of .the discussion without reading. but will refer to a few of the cases to Which it adverts:
