President. I only want to suggest to the Senator from Wyoming that I think he is giving this clause in the bill altogether too broad a construction. It does not forbid soliciting or attempting to induce laborers to come to this country. but contract laborers. I do not very well see how a conviction could have been had against the farmer mentioned by the Senator from North Dakota . Certainly there was no attempt in that case to bring In contract labor as I understand from what the Senator said about It. and I do not see very well how he was convicted under those circumstances.
