I think. the distinguished chairman. by a little attention to tile language of the bill. will recognize is inaccurate. The bill enumerates a large number of classes of individuals who will be excluded. The class last mentioned is described in the bill on page 7. in lines 13. 14. 15. 16. and 17. as follows: Persons who can not become eligible. under existing law. to become citizens of the United States by naturalization. unless otherwise provided for by existing treaties or agreements as to passports. or by treaties. conventions.. or agreements that may hereafter be enteredl into Then follows: The provision next foregoing. however. shall not apply to persons of the following status or occupationsReferring. of course. to the class of persons to which I have just advertedGovernment officers. ministers or religious teachers. missionaries. lawyers. physicians. chemists. civil engineers. teachers. students. authors. merchants. and travelers for curiosity or pleasureAnd so on.
