As I have said. this law. with the exceptions. has been on the statute books for many years. The words " mental or manual" were inserted because there has been a great deal of trouble under the existing law in efforts to confine it to manual laborers. The purpose of the law. I repeat. is to exclude contract labor. except In certain cases. and to prevent the making of contracts abroad at lower rates than are paid in the United States. Of course it is for the Senate to say whether they will enlarge the exceptions. I think the contractlabor law is an extremely valuable law.
