Mr. President. among my early recollections is laid up this fact: Having attended a public school. the president of the school board being an old Bohemian who had fled to this country and whose estates had been confiscated because of a rebellion against the authority of Austria. I have not the slightest doubt that he was charged with high treason and charged in a legal form. nearly all of his compatriots were executed. and I have not the slightest doubt but that if this law had been in existence an Immigration agent would have stopped him at the shores of our country and sent him back to his death. Yet. of all the men I have ever known upon this earth. I have regarded him as one of the most intelligent. most patriotic. most moral.
