This is not a new matter before the Senate. it Is not a new matter to any of the Senators who were here at the last Congress. The great bulk of the matter in this bill Is just what we then had before us. and what wag quite elaborately discussed upon the floor of the Senate and passed almost unanimously by the Senate. The real issuable feature in this bill. really the feature that is the great issue in this bill. the literacy test. was in the last bill. and with almost unanimitywith. I believe. at least a threefourths votethe Senate adopted the literacy test. I am myself cordially for it. I do not know a better plan than its use by which to handle the subject.
