It is contended *that the permanent retention of the Philippine Islands under ourflag is necessary as a great peace measure. That these islands. 10.000 iniles from our western shores. are the sentries and the fortresses to exhibit and protect American liberty in the Pacific. Aye. that war is as certain to come between the far eastern or Asiatic races and ourselve mis "the sun rises and sets." and for the necessities of our Government. for the peace and ciiillzation of America..we mmist hold these islands. They are our rock and our defense In the hour of certain conflict. The answers to these arguments are many and conclisive. but Lonly wish at this time to submit that (listance and separation diminish as proximity and propinquity increase the causes of war.
