That from and after the passage of this act It shall be lawful for any person who is the head of a family. or who has arrived at the age of 21 years. and is a citizen of the United States. or who has filed his declaration of intentions to become such. as required by the naturalization laws. to make a summer residence home. stead entry for not exceeding 10 acres of vacant public lands within or without national forests. subjezt to the terms and conditions hereafter set forth: Provided.
