Certainly their activities were the result of that. The Commissioner of Patents spends the whole appropriation we give them in earning money for the Government. and he would like to have the money he earns credited to his department. The Commissioner of Naturalization takes in hundreds of. thousands of dollars. and he would like to have that "credited to his department. There is scarcely a department of the Governmentthat does not take in money from part of its activities. and would like to have it credited to its appropriation. But no such policy prevails. and this ought not to be put into law.
