We can not in connection -with this bill have an ainendment that provides that tat the end of two years the President Shall icease to have the authority to waive the law .which requires that the -officers on these ships shall be Americans. Under present law we permit Chinese crews. The gentlem.m fron :Illinois . was .asking about Chinese crews. We:c. a have nearly any kind of :a crew that a dollarseeking -shipowner -wants. but the -watch .officers are -required to -be Ameriecanborn citizens or -naturalized -citizens. Now it is :proiposed .to permit the President to waive that requirement whenever a delegation comes to -him and. convInces -him that 4t .is i3182 right. appropriate. and proper to waive it. I do not believe that Congress ought to waive it. and far from permitting the President to waive it.
