We know that a foreigner cian be naturalized. and a great maly of the best of the officers are naturalized. and they become good American citizens. Bit for the present I presume we shall. be obliged to dispense with that qualification. much to my regret.. Also. the stindard of Inspection Is here reduced. which should not he done.
