Again. we pass a law that prescribes the conditions upon which.imnigrants shall le received into the United States. Those provisions are uncertliin. they are vague. they are susceptible of application in different ways by different men. But we must have somebody to enforce them. therefore we give the enforcement of the law to. the Commissioner of Immigration in the first instance. and after him to tile Secretary of the Department of Labor. -Just so here. I am assuming nowI do not Intend to argue it at this timethat the phrase " unfair colnpetition " is sufficiently certain to become a part of the law of the lahd. Somebody must apply that phrase to actual affairs.
