In view of our attitude toward the constitutionalists our retention of these people really amounts to an iid to the constitutionalists. because these people interned and held by us. 4.000 of them. are federal soldiers. So far.as the women and children are concerned. the fact that we hold them and refuse to allow them to go back to Mexican territory. is proof positiv e that we ourselves have no confidence in the hofior of the constitutionalist forces. and are fearful that the women aid children of their own blood and nation would suffer at their hands if we allowed them to go back over theborder. We have already appropriated $500.000 for .the purpose of caring for these refugees. We are now proposing to appropriate $170.000 more. The question is.
