The prison building was authorized in the sundry civil act fo r the fiscal year 190S. and appropriations therefor were made in that year and the years 1909 and 1910 In the aggregate of $250.000. A914. The buildings itre In fine shape. have separate compartments. find provisions for each rooi. with ventilation. and I hn.e \)eeu advised by the Colnissiouer General of Immigration. who has gone 9ll over the United States. that so far as use for that purpose is concerned there are no buildings anywhere in the United States better equipped. . I want to call attention particularly to the fact that here is fn expenditure of some $T7(O.000 that can be turned over and used by the immigration Service. It is estimated that the cost fif the labor of these prisoners on the work was $191.498.20. The military authorities have been cotemlplating the withdrawal of the prisoners frot the Island for a number of years. Xt was felt that they could be transferred to the mainland. atil .3se cost of administration would be materially reduced. The transfer contemliated by this bill will mean a saving to the Government of a considerable sun each year. so far as the military establishment is concerned. to say nothing about the great saving to the Government of using It as an Iltmigratihit station instead of going and Juyiig land and buildings that will cost half a million of- more. and that would not be as good .as these buildings that we have lheady got. It will be necessary to have an illdequate immigration station to meet the necessities of the situation. The buildings on Alcatraz Island are fireproof. sanitary. and modern In every respect. If these buildings were to be continued as a military prison. there is no doubt that the Government would be compelled to construct additional buildings on Angel Island for til use of the Immigration Service at considerable cost to the Governament. I desire to get that fact fully before the Members of the House. At practically no cost or- expense. the Department of Labor is ready to take charge.
