Boalt. a correspondent of the Cleveland Preqs and affiliated newspapers. from Vera Cruz. on account of the publication of an article alleging that an officer of the United States Navy and marines under his command applied the "law of flight." firing upon unaemed Mexican prisoners during the occupation of Vera Cruz. ltesolvcd further. That the said departments advise the House of Representatives at whose initiative Boalt was ordered deported. and whether or not testimony now being taken at the court of inquiry now being held on board the U. S. battleship Tcxas. at Vera Cruz. is being censored by the officers of the United States Army. My purpose for introducing this resolution is plainly understood by the context and wording.
