I start to read at the top of the page: If an amendment be proposed Inconsistent with one already agreed to. it Is a fit groud for Its rejection by the House. but not within the competence of the Speaker to suppress as if It were against order. Mr. Speaker. the gentleman is mistaken in saying there Is any inconsistency. I drew that amendment to cover the expenses of enforcing the act of 1907 and the Chineseexclusion act. The rest of the paragraph covers all immigration acts. It covers. f&r instance. the provision of law which prevents the sale of intoxicating liquors in the Capitol. That is in the immigration act of 1903. It covers all sorts of things. It covers the whiteslaie act. that is. the act aimed against the importation of white slaves.
