I wish to say a word. Mr. Chairman. about the amendment. The purpose of the amendment is to remove the position of commissioner of immigration at New Orleans from the classified service. That is the whole purpose of it. Under the civilservice law the President. by Executive order. can take this position out of the classified service. if lie so desires. So far as I am concerned. I aul not in favor of changing or modifying the civilservice law in this manner. If it lIe desirable to take this place out of the classified service. I think it should be done in accordance with law.
