He was appointed from New York to the Naval Academy and will graduate this summer. He stands high in his class and is an excellent young man. He can not be commissioned. because he has not been naturalized. He filed his declaration. and the two years period expires on the 10th of December. When the bill was passed a few days ago it was overlooked that the law requires 90 days after the expiraton of 2 years before he can be naturalized. This is simply to extend it to the 1st of July from the 1st of January. so as to allow 90 days.
