Mr. Nelson is a student at the Naval Academy. at Annapolis. and will graduate in two weeks. He. however. is not a naturalized citizen of the United States. He can not become naturalized until December of this year. This bill. which has the approval of the department. permits the President. with the advice of the Senate. to appoint him on the date of his graduation an ensign in the Navy. with the understanding that if he does not become naturalized before January 1 next his commission may be withdrawn. When he entered the Annapolis Academy the law provided that a commission would not be issued until after a service of six years. That has been amended so that a commission will now be awarded after a service of four years.
