I believe under the amendmlent I have offered to the amendment of the committee that in future civilians coming from any part of Mexico desiring the Govcrunilent of tile United States to take care of them will be barred. But under the amendment as it was drawn thousands and telns of thousands of Mexicans could have drifted to our territory and had us take care of them. The fare given to the present refugees by the Government of the United States is better than they are accustomed to in their own country. Without the amendment the committee amendment would be an invitation to the hungry Mexican to come to the United States and be fed and clothed as long as the war lasts. I can not say how soon the war will cease. nor can any other man tell.
