CANTRILL. and I were the only southern members of the committee who were in attendance. At the time Mr. Manss made the statement about the black map that he said was being circulated in Europe. warning immigrants against going to States southeast of the Mississippi River. my colleague was engaged in conversation with some one and apparently did not catch the remark. It struck me as a r ather curious thing. and. as a southern Representative. I was naturally curious to know more about the matter. and feeling sure that the people of Kentucky would like to know the facts also.
