If the gentleman can explain In any other way the fact that when the immigration runs up to a million a certain force is retained. and when it falls off to 700.000 the same force is still retained. his contention may be sound. but I should say that it has been either overmnanned or nndermllned. The truth of the nmtter is that the nunller of immigrants does not of itself regulate the number of employeoe required. They require employees at certain places. and unless the number of immigrants coaling to that place is so great that they have to work more tha.n the required number of hour. it would be immaterial what the immigration is. because the e011ployce is stationed in that position. and be either works or does not. ais the number coming in may require. Mr. Chairman. I do not believe that this money is required. So far as the exclusion of the Chinese referred to are concerned. up to two or three years ago there was carried a sel irte appropriation of $500.000 for the enforcement of the Chinese exclusion act. That apliropriation was consolidated with the Uen eral appropriation and the appropriition for the enforcemlint of the contractlabor law. The purpose of consolidating them. as pointed out at the time. was because when the Chinese violations would be large the men could l diverted to that work from other places where they would not otherwise be required.
