Chairman. the law for many years has stood as it stands now. I can not. without preparation. explain the matter as clearly as I should like. This section was devised solely for the protection of the immigrant. It was found that many an immigrant was brought here by a steamship coipany on the chance that he might be admitted. Many an immigrant paid his fare. sold his household goods. and left his home in Europe. only to be turned back at New York. In order to discourage this recklessness on the part of steamship companies we penalized them for bringing inadmissible aliens over. provided that the inadmissibility was of a nature which could be discovered before the alien started. The result has been that steamship companies always subject immigrants to a rigid inspection before they sell them tickets. Now. the gentleman proposes to apply this same principle to railroad lines from Canada and Mexico. In the first place. there is here no necessity to protect the immigrant from injustice. The domicile which the Canadian is leaving is not in central Europe. It is probably not half a days journey from the United States.
