It is true that a year ago the immigration bill as it came from the first conference inadvertently penalized vessels which should bring over aliens unable to read. even though they belonged to the excepted classes. You yourself. if I recollect rightly. and the gentleman from Illinois uointed out our mistake. Therefore in our second conference with the Senate we amended the clause so as to penalize vessels for bringing over "any alien excluded by the provisions of section 3 of this act because unable to read." I think the amendment was suggested by the gentleman from Pennsylvania or else by the gentleman from Illinois .
