But. Mr. Chairman. there is desirable and there is undesirable immigration. and just as injurious bacteria can be assimilated by the human organisms up to a certain point. after which it can not be done without serious results. so it is that after we absorb a certain amount of undesirable immigration we come to the point where the welfare of the Nation demands that it be stopped. And on this point. Mr. Chairman. I desire to quote the latest. and I believe the best. authority on this question. from a book called The Immigrant Invasion. by Dr. Frank Julian Warne. an author. of high repute. of several books on industrial questions. He takes this matter up in a way which is not partisan. but which is philosophical. And on page 312. after a mature and thorough consideration of this question. he states: The statement that present immigration is affecting injuriously our democratic institutions is not the expression of a mere opinion. it is the recording of a wellconsidered conclusion. to which one is led as a result of numerous investigations of the problem extending now over a period of 13 years and more. The late Francis A. Walker. who holds a distinguished place in the list of American economists. has this to say on the subject: " For it is never to be forgotten that selfdefense is the first law of nature and of nations.
