When practically this same bill was before the House in the last Congress there was no opportunity to make an amendment of this kind. It would not have been in order. You remember that the bill passed the Senate first. it came to the House. was referred to the Committee on Immigration and Naturalization. and that committee substituted for it the Illiteracy test. and only that. and only amendments affecting that test were In order before the House. When it came back from the Senate under the report of the conferees there was no opportunity of making such an amendment as I have offered. I say this in justice to myself.
