If past experience is a guide. a Senate holdup will result in the postponement of this whole question to the next Congress. Everyone here realizes that it is exactly that result which is aimed at by the leaders of the opposition to the educational test. Every man on the Cominittee on Immigration. with the possible exception of Mr. JonNsoNr of Washington. feared that such might be the result. The committee was good enough to follow the advice of those Members who were sincerely anxious to get this immigration bill through. those Members whose experience for years has shown the difficulty of getting this question before the House and the Senpte.
