Mr. Chairman. the provision that will be stricken from the bill by this amendment. if it prevails. is as follows : Persons who can not become eligible. nnder existing law. to become citizens of the United States by naturalization. unless otherwise provided for by existing agreements as to passports. or by treaties. conventions. or agreements that may hereafter be entered into. Mr. Chairman. I do not desire to object to that provision. except that I think it is too weak. The purpose is. in the main. the same as is sought to be accomplished by the amendment which I have offered to the bill. but it does not cover the ground thoroughly.
