I commend the shrewdness of the gentleman from Indiana in objecting to the leader of the Democracy being forced to answer questions upon this literacy test. and I admire also the shrewdness. if not the patriotisn. evinced by the chairman in charge of this bill when he Insists on limiting debate to 15 minutes. He would have had no debate at all upon this section if he had had his way. He wanted to shut off general debate on the whole measure after four hours.
