Mr. Chairman. I realize the opposition there is to very large immigration to our country. and I question the desirability of having too large a number of immigrants coming into this country. No one would question the fact that we do not desire immigration more rapidly than we can properly assimilate it. but. Air. Chairman. I have never yet been willing to judge of the honesty of a man or of his capacity. morally. mentally. or physically. by the test of whether he could read. when he had been brought up without the opportunity to learn to read.
