Mr. Chairman. I would not oppose the adoption of the literacy test if I were not prepared to offer substitutes which I believe to be both just and adequate. In the permission given me yesterday to extend my remarks in the RECOR I endeavored to show that an enormous proportion of crime. pauperism. and degeneracy in men. with its invariable equivalent of harlotry in women. is the direct result of inherited mental defect. Mr. Chairman. I went further In my argument yesterday. I endeavored to show that since the year 1910. when the Iminigration Commission reported to Congress. on whose recommendations this illiteracy clause is based. it has been proven beyond the question of a doubt that these inherited mental defects follow the known law of biology. the Mendelian law. and it is now possible to predict with reasonable accuracy the kinds of children you would get from any known union where one or both of the contracting parties were afflicted in any way with a mental defect.
