The committee requires that the men who wish to plead that they are fleeing from religious persecution must prove to the proper authorities that that is their sole motive for coming to the United States. Now. that is the only practical difference between the amendment of the gentleman from Oklahoma and the bill as it stands. We require that the wouldbe immigrant must show that he is solely fleeing from persecution. When this exception in behalf of those fleeing from religions persecution was first suggested eight years ago. next June. at the time of the atrocious persecutions in Russia.
