No. they are not. Undoubtedly. if a man Is deported the Government will pay back the $5 to every man deported if he can be found at the time. The Government will give him an opportunity to request the payment. It will not try to shirk that duty. but. on the other hand. the Government officials will undertake to seek the man to pay him. Take the case of some fellow who rushes off and goes back to the other country and this $5 is left in the hands of an officer. then you would impose upon the Government the duty of keeping the $5 and seeking him out at the expense. perhaps. of many more dollars.
