I have heard some criticism from the gentleman from Alabama upon the amendments that have been offered. To meet such criticism. I have offered this substitute. The effect of the substitute will be that if one who declared his intention to become a citizen of the United States and who resided continuously in the United States for a period of five years. and who has not committed. either on the other side or this side of the water. any immoral or criminal act for which he could have been either excluded or deported under the law. then the term "alien" as used in this bill shall not apply.
