I have known men who were not able to read and write who were men of keen perception. good judgment. and trustworthy character. and yet no one would deny that educationeven a very little educationwould make such men more efficient. more valuable members of society. more useful than they are without education. I am fortunate enough to number among my personal acquaintances and friends a good many men of foreign birth. including professional men. merchants. and men in other walks of life. I am convinced that it is for their interest. for the good of the whole country to select from the large number of immigrants who would come to our ports. those who can most easily adapt themselves to the conditions that prevail in this country.
