Theoretically this statement is very true. but as a practical proposition it can easily be seen that an unnatural restriction of the ebb and flow of any commodity such as labor is exactly the same as an unnatural restriction of the ebb and flow of money. Such a condition is sure to cause trouble and disaster. If 150.000 immigrants peryear are restricted from coming into this country from the six races mentioned. what will happen to our contemplated extensions of public works? What will become of the present public works which are being carried on in all of the larger cities? What about the great railroad extensions under contemplation?
