In New York. where 30.2 per cent of the population is foreign born. the illiteracy is 5.5 per cent. in Pennsylvania. where 18.S per cent of the population is foreign born. the illiteracy is 5.9 per cent. in Massachusetts. where 3:1.5 per cent of tile population is foreign born. the illiteracy is 5.2 per cent. in Illinois. where 21.4 per cent of the population IS foreign born. the illiteracy is 3.7 per cent. in Wisconsin. whore 22 per cent of the population is foreign born. the illiteracy is 3.2 per cent. In the State of Alabama. from which comes tie author of this bill. in which oinly ninetenths of 1 per cent of the population is foreign born. the illiteracy is 22.9 per cent. in Georgia. where sixtenths of 1 per cent of the popuhltion is foreign born. the illiteracy is 20.7 per cent. in Kentucky. where 1.8 per cent of the population is foreign born. the illiteracy is 12.1 per cent. Oh. gentlemen will say that is due to the negro population. But compare the tables of these sections and States between the nativeborn whites and you will find thait the illiteracy anong the nativeborn whites of the South is also high.
