Mr. President. in view of the fact that I introduced a similar bill only a short time ago in this session and it was reported adversely by the Committee on Immigration. and on motion indefinitely postponed. I feel that I should say at least a few words In explanation of my act in introducing it a second time. In the first place the committee were laboring under the impression that there was no precedent for a bill of this character. Since the action of the committee I have found that there have been at least two cases where the rights of citizenship have been conferred by special act of Congress.
