Sin: In response to your letter of October 12. 1912. "1631234 and 10. W. Rt. RH. W. C. H.. I beg to express my appreciation of your action in writing to the Secretary of Commerce and Labor urging that the right to appeal in the case of deportable aliens who have resorted to the court for relief should be exercised only in the most exceptional eases. The cases In which the honorable Secretary of Commerce and Labor has issued the order admitting to bail are about as flagrant as any that will be found in the department. Those women are notorious keepers of resorts. and not merely women who are occupying them.
