Whether or not any system of peonage is maintained in said coal fields. Second. Whether or not access to post offices is prevented. and if so. by whom. Third. Whether or not the immigration laws of this country are being violated ill the West Virginia coal fields. and if so. by whom. Fourth. If any or al of those conditions exist. the causes leading up to such conditions.
