The Chair will recollect that when the immigration bill was up in the last Congress the motion to postpone was made. It was followed by a motion for the previous question and then by the motion to lay on the table. Under the rules of the House. as a matter of fact. the Chair in putting the question was obliged exactly to reverse the order in which the motions were offered.
