Mr. President. it is from amlong this class of people that there has conic for the last two years tie leaders in this revolution an11d ill the troubles which have been going on in Mexico. Mr. lDiaz himself did not realize that the revolution. when it broke out two years since. had been prepared for by the experiences of the returning immigrants from this country and by the semieducational advantages which had been availed of by niny of the working class. Not a prominent nmn of the old families has been named in the revolution. and not a prominent man went to the aid of the Governnent when that Government was attacked in Ile Madero revolution. Very few of the prominent Mexicans. not a lawyer. not a banker. scarcely a man of this 20 per cent of the governing class eaine to aid old Porfirio Diaz. who had maintained law and order in Mexico for 35 years.
