Mr. Speaker. it has been the proud boast of the naturalized citizens of this country. of whom I am one. and against whom Members have inveighed recently in discussing the immigration billit has been their proud boast that at all critical periods of our history they have been steadfastly loyal to the institutions of the country and to the Constitution.
